Question : Operations of Private Airlines

(a) whether the Government/ Directorate General of Civil Aviation has prepared any aviation policy or guidelines to allow the operations by private aviation companies in the country;

(b) if so, the details thereof;

(c) whether the Government has set up any mechanism for the monitoring of private aviation companies under the existing policy/guidelines; and

(d) if so, the details thereof?

(a) and (b): The Air Operator Permits are issued after grant of initial NOC to operate Scheduled/Non Scheduled Air Transport Services by the Ministry of Civil Aviation. Based on the initial NOC granted by the Ministry, the private aviation companies are issued Air Operator Permit under Scheduled/Non-Scheduled category by DGCA, upon compliance of the requirements as contained in CAR Section 3 Series C part II & III respectively by following the process of Air Operator Certification as laid down in CAP 3100.

(c) and (d): After issue of Air Operator Permit by DGCA, the operations of these private aviation companies are monitored by DGCA on continuous basis as part of oversight activities in the form of surveillance, inspections and audits.
