Question : CONDITION OF POWER HOUSE IN U.P.



(a) whether the attention of the Government has been drawn to the news-item captioned `Sabse Purana Indraprasth Bhi Aab Mritpray Hai` appearing in Dainik Jagran dated 19 December, 1999;

(b) if so, the facts of the matter reported therein;

(c) the reaction of the Government thereto;

(d) whether the condition of power houses in other states is almost the same in the country particularly in Uttar Pradesh;

(e) if so, the remedial steps taken in this regard; and

(f) the funds released for the purpose during the last three years, state-wise?

(a) : Yes, Sir.

(b) & (c) : Indraprastha Power Station of Delhi Vidyut Board (DVB) has 5 generating units. The first unit (36.6 MW) was commissioned in 1963 and generation from this unit had stopped in desired quality of coal. In view of this, it has been decided to phase out this unit. Units No. 2, 3 & 4 were commissioned in 1968 and Unit 5 was commissioned in 1971. As these units have outlived their useful life, it has been decided to undertake renovation and modernisation after carrying out Residual Life Assessment Studies. Central Electricity Authority (CEA) has been entrusted work relating to engineering of R&M activities of units 2, 3, 4 & 5. DVB has released funds for R&M works of all the units of Indraprastha station during the past 3 years which are as under :-

At present, out of a total thermal capacity of about 59000 MW, about 11000 MW (20%) capacity covering 117 units have already completed more than 20 years of its useful design life and 50% of these stations are performing at less than 45% PLF. These units are in the States of Maharashtra, Uttar Pradesh, Madhya Pradesh, Bihar, Assam, West Bengal, Gujarat, Haryana, Andhra Pradesh, Punjab and Tamil Nadu. The life of these units can be extended by another 15-20 years beyond their useful design life of 25 years by carrying out comprehensive R&M and life extension works. In so far Uttar Pradesh is concerned, various units of Harduaganj, Obra, Panki thermal power stations need comprehensive R&M.
