Question : Grants-in-aid sanctioned to Karnataka

(a) whether the Government is having the data of central grants-in-aid sanctioned to the State Government of Karnataka during the last three financial years i.e. 2018-19, 2019-20 and 2020-21;

(b) if so, the details thereof, department/ministry-wise;

(c) whether the respective departments are submitting utilization certificates time to time and if not, the reasons therefor; and

(d) whether the Government is able to give department-wise details of grants-in-aid sanctioned in the current financial year 2021-22 and if so, the details thereof?

(a) to (d): The Central Government/Ministry of Finance allocate funds through budgetary process to different Ministries/Departments for each of the scheme/programme. The respective Ministry/Department in turn allocates the Central Government share as per scheme guidelines to the States/UTs through the Consolidated Funds of the States. The releases under the schemes/programmes are made by the administrative Ministry/Department in accordance with the scheme guidelines. The releases to State Governments are also contingent on certain factors which inter alia, include, furnishing of Utilization Certificates (UCs), achievement of milestones, etc. Under Finance Commission Transfers, an amount of Rs.6,522 crore has been allocated to the State of Karnataka for the year 2021-22. Releases made to the State of Karnataka by the Ministry of Finance for the years 2018-19 to 2021-22 are provided in Annexure. The trend in outlays in the Union Expenditure Budget for the years 2020-21 and 2021-22 are as under;
