(a) whether small planes are not permitted to land at the airports of Airport Authority of India without `watch hours` whereas the same is permitted to land at the airports of State Government at any time;
(b) if so, the reasons therefor; and
(c) the details of availability of `watch hours` on airports?

(a) :- Yes, Sir.
(b) :- It is as per Civil Aviation Requirement of the
Directorate General of Civil Aviation(DGCA).
(c) :- `Watch hours` on different airports are decided in
consultation with the DGCA and scheduled operators,
depending upon terrain condition, viability etc. However,
in respect of small planes` operations to non-operational
airport, watch hours are made available upon receipt of
prior intimation.
