Question : Pradhan Mantri Shram Yogi Maan Dhan Yojana

(a)the provision made or proposed to be made by the Union Government under Pradhan Mantri Shram Yogi Maan Dhan Yojana to provide benefits to maximum workers of unorganised sectors such as farm labourers, hawkers, tailors, artisans, rickshaw-pullers etc.;
(b)whether any instruction has been given or proposed to be given by the Union Government to State Governments or district administration in this regard;
(c)the district-wise number and details of beneficiaries included/likely to be included in the State of Maharashtra under the said Yojana;
(d)the total number of people enrolled under Pradhan Mantri Shram Yogi Maan Dhan Yojana and the total amount of contributions received, State-wise; and
(e)whether the Government intends to take further measures for the welfare of workers in the unorganized sector and if so, the details thereof and if not, the reasons therefor?

(a) to (e): Ministry of Labour & Employment has launched Pradhan Mantri Shram Yogi Maan-Dhan (PM-SYM) Yojana on 05th March, 2019 under section 3(1) of Unorganised Workers and Social Security Act, 2008 to provide old age protection to them in the form of monthly pension, which is a voluntary and contributory pension scheme for providing monthly minimum assured pension of Rs. 3000/- on attaining the age of 60 years. etc.in the age group of 18-40 years whose monthly income is Rs.15000/- or less not an income tax payer and not a member of EPFO/ESIC/NPS can join the scheme.

Ministry of Labour and Employment is implementing the scheme in close coordination with the State/UT Governments. In each State/UT, State Level Monitoring Committee (SLMC) under the Chairmanship of Chief Secretary has been constituted for overall monitoring of the scheme. Further, in each district, District Level Implementation Committees (DLIC) has been constituted in every district under the Chairmanship of District Collector. DLIC is in close interaction with President/ Secretary of District Level Unions/Associations and Trade Unions to create awareness amongst the traders, Shopkeepers and Self-Employed Persons and mobilise them to join the pension scheme.
The total no. of enrolment under this scheme till 04.02.2019 is 4075814, and District wise details of beneficiaries in Maharashtra is at Annexure.

Government of India has enacted the Unorganised Social Sector Act, 2008 to provide the Social Security benefits related to life and disability cover, Health and maternity benefits, Old age protection and or other benefits as decided by the Central Government under the Act, State Governments are also mandated to formulate schemes relating to provident fund, housing, educational scheme for children, employment, injury benefits, skill upgradation etc.
