STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (d) OF LOK SABHA STARRED QUESTION NO. 425 FOR REPLY ON 26TH APRIL 2005.
(a) to (d): As reported by the State Government, no specific survey has been done to ascertain the actual number of unemployed Kashmiri migrants.
The Government have been making serious efforts for the creation of employment and self-employment opportunities in various sectors in the State of Jammu and Kashmir. A comprehensive plan to tackle the problem of unemployment in Jammu and Kashmir was announced in April 2003 envisaging creation of one lakh job opportunities under which 102307 employment opportunities have been provided in the State of Jammu and Kashmir between 15.8.2003 to 31.3.2005. Prime Ministerâs Reconstruction Plan for Jammu and Kashmir announced in November 2004 involves an outlay of approximately Rs. 24,000 crores, which includes provision for imparting a thrust to employment and income generation. The Central Government have also been providing relaxation in upper age limit of five years for recruitment to Central Civil Services and Posts to all persons who had ordinarily been domiciled in the State of Jammu and Kashmir during the period 1.1.1980 to 31.12.1989. At present, the relaxation stands extended upto 31.12.2005. These measures are for the benefit of all sections of people including Kashmiri migrants.
