Question : UPGRADATION OF DRIVING SKILLS



(a) whether the Government of Karnataka has requested the Union Government to sanction and release grants for setting up of training centres to upgrade the driving skills of drivers and to train bus conductors and other staff in the State;

(b) if so, the details and the places where such centres are proposed to be established;and

(c) the time by which a final decision is likely to be taken in this regard and the requisite amount released for the purpose ?

(a) Yes, Sir.

(b) Govt. of Karnataka has sent a proposal for establishment of Institute of Driving Training and Traffic Research at Singanayakanahalli village, Yalahankahobli, Bangalore North Thaluk, Bangalore at an estimated cost of Rs. 23.45 Crore. Bangalore Metropolitan Transport Corporation (BMTC) has sent a separate proposal for setting up of Driver training Institute at Vaddarahalli village, Dasanapurahobli Nelamangala Thaluk, Bangalore at an estimated cost of Rs. 20.00 Crore.

(c) The scheme of `setting up of model Driver Training Institute` was dropped by Planning Commission during the year 2008-09. After persistent efforts by this Ministry, the Planning Commission has given their in principle approval on 21.01.2009 for revival of the Scheme. This Ministry is in the process of obtaining approval of the Expenditure Finance Committee to this Central Sector Scheme.

After the scheme is approved by the EFC, all pending proposals will be considered within the parameters of the new scheme.It is proposed to set up at least one such school in each State. Therefore, preference will be given to those States where such type of Driving Training Institutes has not been set up so far.
