Question : EMBANKMENTS ON RIVERS



(a) the guidelines and procedure laid down by the Government for allocation of funds to the States for flood control works particularly to raise and stengthen existing embankments and construct new embankments on rivers;

(b) the details of funds provided to the States for works related to flood management during 11th & 12th Plan till date, State-wise;

(c) whether the Government is aware that irrigation facilities are being adversely affected due to bad condition of embankments of certain rivers/canals in the States including Bihar

(d) if so, the details thereof along with the measures taken by the Government to address the issue; and

(e) the mecahnism put in place to monitor the works undertaken by the States with Central assistance and the States found misusing/diverting funds during the last three years and current year including action taken thereon?

(a) The Government of India is providing central assistance to the State Governments for works related to river management, flood control, anti-erosion, anti sea erosion including raising & strengthening existing of embankments and construction of new embankments on rivers.

(b) The State-wise details of funds released under Flood Management Programme (FMP) during XI and XII Plan till date are given at Annex-I.

(c)& (d) The maintenance of river / canal embankments is the responsibility of concerned State Governments. However, Government of India provides central assistance to States including Bihar under Accelerated Irrigation Benefit Programme (AIBP) for works which inter-alia include extension, renovation and modernisation. Under AIBP, total central assistance of Rs.65016.95 crore has been released since 1996 till date as per State-wise break-up given at Annex-II.

(e) The works under FMP are monitored by Central Water Commission, Ganga Flood Control Commission and Brahmaputra Board in their respective jurisdictions. No case of misusing /diverting funds has been reported by the above monitoring agencies.
