Answer given by the minister

MINISTER OF STATE FOR CONSUMER AFFAIRS, FOOD & PUBLIC DISTRIBUTION
(SHRI C. R. CHAUDHARY)
(a) Yes Madam, for category-III and category-IV vacancies, General Manager (Zone)/General Manager(Region) are authorized to fill up the vacancies.
Zonal and Regional offices are empowered to release advertisement on their own. However in order to ensure uniformity and reduce variations in application of rules, the advertisement for Category-III was released in a consolidated manner for all the zones by Food Corporation of India(FCI) Headquarters. FCI undertakes the recruitment through Government Organizations like Staff Selection Commission (SSC) or through a Recruitment Consultant appointed through an open and transparent tender process. Advertisements are published in the prominent newspapers/ employment news/FCI website/ recruitment portal etc.
Similarly for Category-IV recruitment, vacancies are calculated at the regional level and based on the same advertisements are issued by each Region.
(b) As General Managers are authorised to fill up of vacant posts it will help the unemployed youth in the country including local persons. Direct Recruitment advertisements for filling up Category-III and Category-IV posts are published in local Newspapers as well.
(c)&(d) The filling up the vacancies is a regular and continuous exercise. The recruitments are held on the basis of vacancy position furnished by the respective zones and regions.
