Question : Skill Development of Minorities

(a) the number of women/girls who have received skill development training under the scheme for Skill Development of Minorities;
(b) the total number of women/girls from minority groups who have been trained under the scheme for Modular Employable Skills, since the inception of the scheme;
(c) the total number of minority people who have received training under the scheme along with the number out of them placed in companies;
(d) the details of institutions working with the Government for the implementation of the scheme, State-wise;
(e) the problems faced by the Government in implementing the scheme; and
(f) the other steps taken/being taken by the Government to train more girls and women under the scheme for upliftment of minority women and girls?

(a) to (c): The Ministry of Minority Affairs is implementing following Skill Development schemes:
(i) “Seekho aur Kamao (Learn & Earn)”- Skill development Initiative for minorities: “Seekho aur Kamao (Learn and Earn)” is a placement linked skill development scheme, implemented by the Ministry of Minority Affairs through selected Project Implementing Agencies (PIAs) all over the country. Since its inception, total 1,95,367 minority youths have been trained in various skills including Modular Employable Skills. Out of total minority youths trained, 1,10,750 were girls. Further, 1,14,851 trainees have been placed after training.
(ii) Upgrading the Skills and Training in Traditional Arts / Crafts for Development (USTTAD): scheme aims at capacity building and updating the traditional skills of master craftsmen/artisans; documentation of identified traditional arts/crafts of minorities; set standards for traditional skills; training of minority youths in various identified traditional arts/crafts through master craftsmen; and develop national and international market linkages. Scheme is implemented through selected Project Implementing Agencies (PIAs). During 2016-17, 38 Project Implementing Agencies (PIAs) have been empanelled under the scheme. Total 16,200 trainees have been trained by 38 PIAs. Out of them, 14,040 trainees were female.
(d): (i) Seekho aur Kamao: The Scheme “Seekho aur Kamao” is implemented through Project Implementing Agencies (PIAs).Total 135 Project Implementing Agencies (PIAs) including Maulana Azad Education Foundation (MAEF), an autonomous body under this Ministry, have been empanelled under Seekho aur Kamao for the year 2017-18. Out of 135 PIAs, 100 PIAs have been sanctioned trainees during 2017-18. The state wise number of trainees sanctioned to these 100 PIAs is enclosed at Annexure-I.
(ii) USTTAD: The scheme “USTTAD” is implemented through Project Implementing Agencies (PIAs).Total 38 Project Implementing Agencies (PIAs) were empanelled under USTTAD for the year 2016-17. The state wise number of trainees sanctioned to these 38 PIAs is enclosed at Annexure-II.
(iii) The scheme “Nai Manzil” is implemented through Project Implementing Agencies (PIAs) across the country. Under this scheme, total 87 PIAs have been empanelled and are provided 145 projects in two phases. The state wise number of students allotted to these PIAs is enclosed at Annexure – III.

(e) The schemes are running successfully as per respective guidelines.
(f): 33% seats are earmarked for minority girls/women candidate under Seekho aur kamao and USTTAD schemes. 30% seats are earmarked for minority girls/women candidate under Nai Manzil scheme. As per the information available, more than 55% girls have been trained under Seekho aur Kamao and USTTAD schemes. The advertisements are published through print media, video spots, radio jingle to encourage the minority girls to participate in the skill development scheme. Apart from this, one other scheme namely “Nai Roshni” also empowers the women economically and further trained under any short term skill training so that they could get sustainable economic livelihood opportunities through suitable wage employment or self-employment / microenterprises during the hand holding period of training programme. Besides this, the scheme also encourages the organizations to identify the physically handicapped minority women and provide them some employment / Skill based training towards supplementing their household income.
