Question : Espionage Cases

(a) the number of espionage cases registered and conviction rate achieved therein during the last three years;

(b) the steps being taken to curb espionage in the country especially in armed forces;

(c) whether the Government has evaluated the threat of cyber espionage; and

(d) if so, the details thereof and the action taken by the Government in this regard?

(a): During the period 2013-2016 (till date), a total number of 29 espionage cases were registered. However, the Government does not maintain the centralized data for conviction rate.
(b) : The Central Security Agencies sensitize officials of Government of India by holding departmental security sensitization programmes. They also visit and conduct security sensitization programmes in sensitive and vital security installations/organisations in respect to espionage

activities. Besides, alert/advisories are also issued to the organizations as and when any espionage activity comes to their notice.

(c) to (d): Yes, the Government has evaluated the threat of Cyber espionage and in this regard, the Government has circulated Computer Security Policy and Guidelines to all the Ministries/ Departments including Indian Security forces on taking steps to prevent, detect and mitigate cyber attacks which includes sanitization of staff and officers, installations of CCTV and Biometric for electronic surveillance with well defined Crisis Management Plan for countering cyber attacks and cyber terrorism for implementation.
