(a) Public health and hospitals is a State Subject. However, under the National Health Mission (NHM), financial and technical support is provided to States for strengthening their healthcare systems including for strengthening districts hospitals for multi-specialty care and as sites for skill based training and teaching, particularly for clinical learning for different levels of health care workers.
Similarly, District Hospitals having more than 70% bed occupancy can be upgraded with an additional Maternal & Child Health wing or maternity center.
(b)&(c) As stated above, Public health and hospitals being a State subject, the states are encouraged to prioritize the upgradation of hospitals in High Priority Districts (HPDs) for which financial and technical assistance is provided under NHM based on requirements projected by the States/UTs in their Program Implementation Plans. Districts at the bottom 25% level based on composite health index, all Left Wing Extremism (LWE) affected districts and districts with majority tribal population, whose composite health index is below 50% are categorized as HPDs. There are 184 High Priority Districts (HPDs).
(d) & (e) Under National Health Mission, technical and financial support is provided to States/UTs for strengthening their healthcare system including upgradation of district and maternity centres. More than 22,000 delivery points have been identified and additional funds for strengthening these facilities have been provided.
