(a) & (b) In order to complement and supplement the efforts of the States/UTs to encourage farmers to adopt animal husbandry, dairying and fisheries thereby doubling the income of farmers, the Government is implementing various schemes to enhance production and productivity of bovines, small ruminants, piggery & poultry across the country namely:
i. Rashtriya Gokul Mission,
ii. National Programme for Dairy Development,
iii. National Dairy Plan-I,
iv. Dairy Entrepreneurship Development Scheme
v. Dairy Processing and Infrastructure Development Fund,
vi. National Livestock Mission,
vii. Livestock Health and Disease Control
viii. Breed Improvement Institutes
ix. Blue Revolution: Integrated Development and Management of Fisheries
x. Fisheries and Aquaculture Infrastructure Development fund (FIDF)
Breed Improvement Institutes play a crucial role in production of High Genetic Merit Bulls and semen doses produced from bulls with high genetic potential.
The above said schemes focus on adoption of modern techniques for developing the dairy, poultry and fish production with upgraded technology.
The scheme namely Dairy Entrepreneurship Development Scheme (DEDS) is being implemented through National Bank for Agriculture and Rural Development (NABARD) which provides financial assistance to commercially bankable projects with loans from Commercial, Cooperative, Urban and Rural banks with a back ended subsidy of 25% of the project cost to the beneficiaries of general category and 33.33% of the project cost to Scheduled Caste & Scheduled Tribes Category for purchase of milk cattle with unit size from 2 to 10 per beneficiary. .
Under a component of Entrepreneurship Development and Employment Generation (EDEG) of sub-mission Livestock Development under National Livestock Mission (NLM), the activities relating to poultry, small ruminants and pig are supported with subsidy at the rate of 25% for General category members and 33% for SC/ST and BPL category members. The area-wise subsidies are as under:

(c) & (d) Government is not undertaking research for reproduction of better breed of cows. However, funds have been released to the States/UTs/Implementing Agencies for genetic upgradation of bovine population in the country under Rashtriya Gokul Mission. The mission is leading to enhancement of milk production and productivity of bovines through production of bovines with high genetic potential for milk production. In order to produce high genetic merit bulls, funds are also released under Rashtriya Gokul Mission for setting up of Embryo Transfer Technology/In Vitro fertilization labs, sex sorted semen production facility, centre of excellence and Gokul Grams in different parts of country including Bihar.
