(a) whether the Government is aware of the fact that the misuse of student unions and associations in higher educational institutions is on rise in the country;
(b) whether the Government proposes to take steps to review the objective behind setting up student unions in the country;
(c) if so, whether a lot of students are participating in protests and are also involved in anti-national activities; and
(d) if so, the action taken or proposed to be taken against those students?

(a): Certain cases of violence were reported from some Higher Educational Institutions.
(b): The Ministry had constituted a Committee under the Chairmanship of Shri J.M. Lyngdoh (Former Chief Election Commissioner) to frame the guidelines on Students’ Union Election in College/Universities. The University Grants Commission has directed all the Universities to take necessary steps to ensure strict compliance of the recommendations of the Lyngdoh committee.
(c) & (d): Universities/ Higher Educational Institutions are statutory autonomous organizations. They are empowered to regulate & enforce discipline among the students by taking such actions as deemed necessary.
