Question : Transnational Skill Standards

(a) whether the Government has launched "Transnational Skill Standards" in India and if so, the details and objectives thereof;

(b) whether the Government has invited suggestions and comments from various stakeholders before finalisation of such standards;

(c) if so, the details thereof and the extent to which the suggestions/comments received by the Government in this regard have been incorporated therein;

(d) whether India and other countries including UK have been collaborating on transnational standards in a bid to bring more quality in vocational education enabling more avenues for employment across various countries for the youth and if so, the details thereof; and

(e) the details of Jobs/activities/field/ roles identified and the extent to which these are likely to benefit Indian workforce?

Answer given by the minister

(a) The Government has launched ‘Transnational Skill Standards’ in India in April, 2016 for aligning Indian Skill Standards with international standards to support international mobility of Indian workforce. These standards in skill development are bench marked to United Kingdom across 82 job roles. Indians intending to work abroad will undergo Bridge training to cover gaps in Indian Standards against the UK standards. The Further Education Colleges (FE) of the United Kingdom will partner with Indian Training Providers to impart training on bridge courses. Further the UK Awarding organizations in association with Indian Sector Skill Councils (SSCs) will certify the trainees on the gap.
(b) & (c) Skill standards are developed by the Indian SSCs in intense collaboration with the industry and approved by the National Skill Qualifications Committee. Further, Indian SSCs have worked jointly with UK Skill Councils for benchmarking these standards to develop Transnational Standards. Transnational standards are available on the website of National Skill Development Corporation (NSDC) for public information and comments for three months up to July 15, 2016.
(d) In addition to 82 job roles that have been mapped with UK qualifications, 4 Indian Sector Skill Councils are working with the Standards Skill Councils in Australia and have mapped 28 skill standards.
(e) UK skill standards have global acceptance and are recognized by all the Gulf Cooperation Council (GCC) countries. Mapping of Indian Skill Standards with UK Standards coupled with Bridge training leading to award of UK International Vocational Qualification (IVQ) will facilitate international mobility of Indian workforce and support the “Make in India” and “Skill India” initiatives of the Government of India.
