(a) to (d) Water, being a State subject, State Governments monitor recycling and discharge of water from the manufacturing units. All manufacturing units have to conform to the terms and conditions stipulated by the State Pollution Control Boards and relevant Environmental Agencies when the licences are granted to the manufacturing units. Department of Water Resources, River Development & Ganga Rejuvenation, Ministry of Jal Shakti and Ministry of Corporate Affairs do not undertake any water audit of the companies and their manufacturing units. State Governments take several measures for efficient utilization of water within the States, including water audit, implementation of laws and penal action against those violating the rules/regulations etc. in the matter.
(e) & (f) Ministry of Environment, Forest and Climate Change has informed that they have issued Standard Environment Clearance Conditions for 25 categories of industries which, inter-alia, include adherence to zero liquid discharge, recycling of water, rain water harvesting etc. Ministry of Environment, Forest and Climate Change has further informed that directions have been issued to State Pollution Control Boards and Pollution Control Committees under the Water (Prevention & Control of Pollution) Act, 1974 for setting up of water treatment infrastructure and installation of Online Effluent Monitoring System for 17 categories of industries and grossly polluting industries to track the discharges of pollutants from these units.
