Question : DRY TOILETS



(a) whether the Government proposes to replace dry toilets with flush toilets in rural areas of the country particularly in Uttar Pradesh, if so, the details thereof;

(b) the details of the funds allocated, released and spent for the purpose during each of the last three years and the current year, State-wise;

(c) whether the Government proposes a special package for construction of flush toilets in rural areas of Uttar Pradesh; and

(d) if so, the details thereof and if not, the reasons therefor?

(a) Under Swachh Bharat Mission (Gramin), assistance is available for conversion of the existing “insanitary latrines” including Dry Latrines, into sanitary latrines for all eligible beneficiaries.

(b) Under Total Sanitation Campaign / Nirmal Bharat Abhiyan / Swachh Bharat Mission (Gramin), component-wise funds are not released. State/UT-wise Central share released and utilized during the last 3 years and the current year is at Annexure-1.

(c) and (d) No. The Swachh Bharat Mission (Gramin) has been launched on 2nd October, 2014, which aims at accelerating sanitation coverage in rural areas to achieve Swachh Bharat by 2nd October 2019. Provision of incentives for the construction of Individual household latrine (IHHL) is Rs.12000, including Central share of Rs.9000.00 (Rs. 10800.00 in case of special category states) and State share of Rs. 3000.00 (Rs. 1200.00 in case of special category states) for all Below poverty Line (BPL) households and to identified Above Poverty Line (APL) households (all SCs / STs, small and marginal farmers, landless labourers with homestead, physically handicapped and women-headed households).
