Question : UNEMPLOYMENT AMONG STUDENTS



(a) the number of students trained/got employment/funds allocated/spent for the said purpose during each of the last three years and the current year, State-wise, discipline-wise;

(b) whether it is true that 15 per cent engineering and 17 percent MBA students are unemployable in the country and if so, the details thereof and the reasons therefor;

(c) the details of entrepreneurship programmmes introduced/ organised for school and college going students;

(d) whether his Ministry has coordinated/proposes to coordinate with the Ministry ofHuman Resource Development for the promotion of entrepreneurship activities and if so, the details thereof;

(e) whether the Government proposes any scheme under PPP mode to train students in skill development and make them employable; and

(f) if so, the details thereof and if not, the reasons therefor along with the steps taken by the Government to ensure quality skill development in existing institutions?

MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP (SHR! RAJIV PRATAP RUDY)

(a) & (b) As per information collected from the States, total number of educated job seekers (10th and above) job seekers, all of whom may not necessarily be unemployed registered with employment exchanges in the country as on 31-12-2012 was 3.75 crore comprising 0.89 crore graduate and above and 2.85 crore under-graduate. About 0.03 crore job seekers were provided employment in both public and private sectors through employment exchanges in the country during the last nine months from April 2014 to December 2014. The number of jobs created in the economy is estimated from the growth in workforce from Employment and Unemployment Survey of National Sample Survey Office (NSSO), and as per results of the last two surveys the workforce in the country grew from 46.5 crore to 47.4 crore during 2009-10 to 2011-12.

(c) Entrepreneurship is already covered under Management courses taught in colleges and centres for higher learning. Moreover, UGC has started a scheme on skills developmeni based higher education as part college/university, leading to Bachelor of Vocation (B.Voc.) degree with multiple exits such as Diploma/ Advance Diploma under National Skill Qualification Framework (NSQF). Similarly Central Board for Secondary Education (CBSE) has already introduced Entrepreneurship as an elective subject of study at senior level. The salient feature of the course is to provide input to students to develop qualities of an entrepreneur.

(d) to (f) The Government has created the Ministry of Skill Development and Entrepreneurship in November, 2014 to coordinate all efforts in the Skill Development and Entrepreneurship landscape within the country towards skilling with speed and standards. The Ministry will be working with other Ministries/Department including Ministry of HRD as well as other institutions to promote and develop skill and entrepreneurship in the country. The Government has already approved introduction of Pradhan Mantri Kaushal Vikas Yojana (PMKVY) which would be a Flagship outcome based skill training scheme with the objective of making large number of Indian employable and earn their livelihood. Training programmesunder the scheme shall be run by NSDC affiliated training providers.
