Question : Sports Training Centres

(a) the details of Sports Authority of India (SAI) Training Centres in the country, State/UT-wise;
(b) whether the Government proposes to increase/improve the existing infrastructure facilities in these centers for the coming Olympic games and if so, the details thereof;
(c) whether the Government proposes to set up more sports training centres in the country and if so, the details thereof along with the locations identified for the purpose and the action taken on the proposals received for the purpose from various State Governments, State/UT-wise;
(d) the criteria adopted for setting up of 1187 such centres in the country along with the number of such centres set up during the last three years and the current year, State/UT-wise;
(e) whether the Government proposes to consult with State Governments/Public Representatives/Veteran Sportspersons before
finalising the proposals for setting up of such new training centres and if so, the details thereof;
(f) the number of persons received training in these centres during the last three years and the current year, State/UT-wise; and
(g) the annual budgetary allocation for these centres for the said period?

(a) State/UT-wise details of Sports Authority of India (SAI) Training Centres in the country are provided at Annexure - I.
(b) Improvement in infrastructure facilities in SAI Centres is an ongoing process. This is decided on the basis of requirement and availability of funds. For preparation of Indian teams in various sports discipline, the sports infrastructure created at SAI Regional Centres and Academic Institutions is of international standard and most of the national camps of Indian teams are held there.
Further, for upgradation of SAI facilities, keeping in view the requirements for the next Olympics, a plan amounting to Rs. 496 crores has been developed.
(c) In spite of the budgetary constraints, to strengthen the ongoing schemes and to identify more number of talented sports person, SAI has decided to establish the following new Centres across the country:
? Regional Centre at Nagpur
? STC, Nagpur
? SAG at Dandeli, Karnataka
? SAG Centre in Kargil, J&K
? SAG, Lakshdweep
? SAG Centre at Solal Gaon, North Lakhimpur, Assam
? Out of 27 approved new Army Boys Sports Companies (ABSCs), 05 ABSC Centres were established during 2015-16 taking the total of ABSC Centres to 23.
In order to promote sports on single discipline basis and also to provide state-of-the-art sports facilities, the Governing Body of SAI has approved establishment of SAI National Sports Academies (NSAs) across the country in collaboration with the concerned National Sports Federation (NSF) /CSR Partners. Out of the 13 NSAs, SAI established 05 such Academies during 2015-16 in the discipline of Athletics at Thiruvananthapuram and Bhopal, Cycling at Indira Gandhi Stadium, New Delhi, Swimming at Dr. Shyama Prasad Mukherjee Swimming Pool Complex (SPMSPC), New Delhi and Golf at Thiruvananthapuram.
With financial assistance from the Ministry of Youth Affairs and Sports, eminent sports-person Ms Marykom in Boxing, Shri Pullela Gopichand in Badminton, Ms. Ashwini Nachappa and Mrs. P. T. Usha in Athletics have established their respective sports Academies. They have also signed MoU with SAI for promotion of sports on single- discipline basis.
(d) For establishment of SAI Centres in a state, the proposal is considered based on the popularity of the sports in that region and the availability of requisite Indoor & Outdoor sports infrastructure including residential facilities. Proposals from the hilly, tribal and backward areas of the country are given priority.
(e) The State Government is consulted and veteran sports-persons are made part of the Monitoring-cum-Management Committee of the SAI Sports Training Centre. When a proposal is received from the State Government to establish a SAI Sports Training Centre at a desired place where sports infrastructure facilities are available and to be handed over to SAI on the long term lease basis, the proposal is considered depending upon the availability of fund/ manpower and placed before the Finance Committee/ Governing Body of SAI for taking a final decision.
SAI Sports training centres are monitored and managed by a duly constituted committee comprising of:
? District Collector/District Magistrate
? Regional Director of the Region
? Director (Sports) of the concerned State or his/her representative
? Two outstanding sports persons of the area (to be nominated by the Chairman)
? Centre-In-charge
(f) The state-wise details of sportspersons trained under SAI Sports Promotional Schemes during last three years & current year are provided at Annexure - II.
(g) SAI allocates funds to the Regional Heads which in turn ensure implementation of SAI schemes in their respective states as per the approved scheme norms.
