(a) whether the Government proposes to launch any action plan or scheme to promote entrepreneurship among the rural youth of the country;

(a) to (c) Presently, there is no proposal to launch any action plan or scheme to promote entrepreneurship among the rural youth of the country. However, Ministry of Rural Development is implementing the following two programmes of Entrepreneurship promotion in rural areas as part of National Rural Livelihoods Mission (NRLM) :-

1. Skilling of rural youth for entrepreneurship development through Rural Self Employment Training Institutes (RSETI)

2. Start-up Village Entrepreneurship Programme (SVEP)

Rural Self Employment Training Institutes (RSETI)

Rural Self Employment Training Institutes (RSETI) is a bank led programme for skill development for self-employment. The Ministry provides funds for training cost of rural poor youths and provide infrastructure funds of Rs. 1 crore each to one RSETI per District. RSETIs provide training to rural poor youth in 58 National Skills Qualifications Framework (NSQF) aligned courses and 5 Entrepreneurship Development Programme (EDP) courses. There are 585 RSETIs functional in 33 States/UTs. The Physical achievement (number of candidates trained and settled) under RSETIs during the last 5 years and current year is given below:-

Start-up Village Entrepreneurship Programme (SVEP)

The Ministry of Rural Development (MoRD) is implementing the Start-up Village Entrepreneurship Programme (SVEP), as a sub-scheme under DeendayalAntyodayaYojana -National Rural Livelihoods Mission (DAY-NRLM). The objective of the scheme is to help the rural poor including youth to set-up enterprises at the village level in non-agricultural sectors.

The salient features of the program are:

a. SVEP aims to support rural entrepreneurs by developing an eco-system for supporting small businesses in rural areas.

b. The eco-system comprises of a cadre of Community Resource Persons - Enterprise Promotion (CRP-EP) who will provide business support services to entrepreneurs.

c. A dedicated fund called Community Enterprise Fund (CEF) is set-up to provide seed capital for enterprises.

d. A Block Resource Centre (BRC), the dedicated centre at the block level for supporting enterprise promotion is established in each block.

e. An exclusive team comprising of block anchors, mentors and Block Programme Managers (BPM) - SVEP at the block level with a clear understanding of business dynamics and entrepreneurship helps in implementing SVEP.

As per the SVEP guidelines, States have to submit supplementary Annual Action Plans (AAPs) for identified blocks. Once approved, a Detailed Project Report (DPR) is prepared for the block which provides, among other things, the details regarding the potential number of enterprises to be formed over the 4-year project period.

As on 31st December, 2020, 182 projects have been approved across 29 States/UTs in the country. 147 Detailed Project Reports (DPRs) have been approved to support 2.29 lakh enterprises. As on 31st December,2020, 1,25,595 enterprises have been supported.

SVEP does not have a State wise allocation of funds. Supplementary AAPs are submitted by States/UTs. Once approved, funds are released in three installments of 25%, 50% and 25% respectively for implementation of projects.
