Question : Promotion of Air Service

(a) the details of service providers of public and private sectors which have been granted permission to promote the air services in the States during the last three years, State-wise including North-Eastern States;

(b) the details of the routes for which such permission has been granted;

(c) the details of hike in the number of air passengers during the last three years; and

(d) the details of the schemes on which the Government is working to connect North-Eastern States?

(a) to (d) : Directorate General of Civil Aviation (DGCA) issues Air Operator Certificate (AOC) to operate Scheduled Air Transport Services in the country. The AOC holders are eligible to mount the air transport services throughout India . DGCA has granted 7 AOC in last three years (1 Scheduled Operator and 6 Scheduled Commuter Operator) and the details thereof are attached as Annexure-A. The details of domestic passenger growth for last three years are attached as Annexure-B. Government has launched Regional Connectivity Scheme (RCS) - UDAN (Ude Desh ka Aam Nagrik) on 21.10.2016 to facilitate/stimulate regional air connectivity by making it affordable. RCS - UDAN is a market driven mechanism. Development of regional air connectivity routes is left to market forces and airlines undertake assessment of demand and nature of supply required on particular routes and lead the process under RCS - UDAN. States of North Eastern Region have been included as Priority Area(s) in the Regional Connectivity Scheme (RCS) - UDAN (Ude Desh ka Aam Nagrik). Helicopter services have also been included in the scheme for better connectivity of Priority Area(s). ;

Besides RCS-UDAN, Government has also laid down Route Dispersal Guidelines(RDGs) with a view to achieve better air transport services to different regions of the country. As per the RDGs, all scheduled operators are required to deploy in the North Eastern Region, Jammu & Kashmir, Andaman & Nicobar Islands, Himachal Pradesh, Uttarakhand, and Lakshadweep (Category-II routes) at least 10% of their deployed capacity on trunk routes (Category-I routes). Further, the operator will deploy atleast 1% in Category-IIA Routes(within the North-Eastern Region, Jammu and Kashmir, Himachal Pradesh, Uttarakhand, Andaman & Nicobar, Lakshadweep and Cochin-Agatti-Cochin) of the capacity deployed on Category-I routes.
