Question : RESERVATION IN RECRUITMENT



(a) whether the provisions for reservation in recruitment for physically handicapped, as provided in the Disabilities Act, 1995, has since been notified by the Government for implementation by public sector organisations and autonomous bodies;

(b) if so, the details of the back-log in the Central Government and the recruitment effected since the said notification;

(c) the reasons for this huge backlog; and

(d) the corrective action taken by the Government in this regard?

(a) to (d): Department of Public Enterprises has intimated that the provisions of the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995 in relation to reservation of posts for Persons with Disabilities are also applicable to public sector enterprises. However, details of backlog reserved vacancies in the Central Public Sector Enterprises (CPSEs) is not maintained in the Department of Public Enterprises as these are below Board level appointments, and the recruitment to such posts is done by the management of respective CPSEs keeping in view the Government policy on reservation in vogue.

Further, instructions for launching Special Recruitment Drive (SRD) to fill up backlog vacancies reserved for persons with disabilities are issued by DoPT and extended to the CPSEs through their administrative Ministries/Departments to launch SRD in CPSEs to fill up backlog vacancies. Progress of SRD is monitored by DoPT.
