Question : Migration for Employment

(a)whether the Government is aware of migration of large number of educated persons to various countries for employment and if so, the details thereof;
(b)the steps taken/being taken by the Government to stem such migration and provide employment opportunities to the educated youth in the country itself;
(c)whether the Government has any plans to incentivise educated youth to work in India instead of emigrating;
(d)if so, the details thereof; and
(e)the total number of new jobs created during the last three years, sector-wise?

(a) to (d): Yes, Madam. The reasons for such migration are lack of job opportunities or better wages or better employment opportunities. The Ministry of Micro, Small and Medium Enterprises in collaboration with Khadi and Village Industries Commission (KVIC) has been implementing a credit-linked subsidy programme named Prime Minister’s Employment Generation Programme (PMEGP) with an objective to generate self-employment opportunities in rural as well as urban areas through establishment of microenterprises in the non-farm sector by helping traditional artisans and unemployed youth in the country.

Besides the National Livelihoods Mission was launched in June 2011. The programme was renamed as Deendayal Antyodaya Yojana-National Rural Livelihoods Mission (DAYNRLM) in December, 2015. Under DAY-NRLM, Revolving Fund and Community Investment Fund have been so far provided to 5.54 lakh and 3.28 lakh SHGs respectively for taking up livelihood activities. The Rural Self Employment Training Institutes (RSETIs) which are supported under the DAY-NRLM have also provided training for settlement through self employment to 11.98 lakh beneficiaries during the period from April 2011 to December, 2016.
The training is give under Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY)- a component of DAY-NRLM- for employment in 329 job roles. Similarly RSETIs provide training for 334 job roles which lead to entrepreneurship and self employment. The training covers all trades which have employment potential as per prevailing market conditions.

(e): According to the last 3 NSS surveys, the workforce grew from 45.91 crore in 2004-05 to 46.55 crore persons in 2009-10 and to 47.41 crore persons in 2011-12 and the sector-wise employment is given below:
