(a) Whether the Government is aware of Patwant Singh Pannu, a Canadian citizen who is waging war against India by inciting Sikh youths to put Khalistan flag on Government buildings in lieu of monetary benefits;
(b) Whether any case has been registered against him;
(c) If so, the details thereof including the place, time and under which sections such a case was registered; and
(d) Whether the Indian Government has started any extradition proceeding against him?

(a): No information is available relating to Patwant Singh Pannu, a Canadian Citizen. However, the Central Government has designated Gurpatwant Singh Pannun, presently residing in United States of America, as individual terrorist and listed his name in the Fourth Schedule of the Unlawful Activities (Prevention) Act, 1967.

(b) and (c): FIR No. 136, dated 14.08.2020, under sections 121, 121A, 124A, 153, 153A, 153B of Indian Penal Code (IPC), section 2 of the Prevention of Insults to National Honours Act, 1971, extended offence under section 115 of IPC, section 66F of the Information Technology Act, 2000, sections 10/11/13 of the Unlawful Activities (Prevention) Act, 1967, sections 109 and 212 of IPC was registered against Gurpatwant Singh Pannun at Police Station City Moga, district Moga, Punjab. The case was registered in connection with the Khalistani flag hoisting case atop the Deputy Commissioner office, Moga on August 14, 2020.
The case was transferred subsequently to the National Investigation Agency (NIA) and re-registered as Case No. RC-30/2020/NIA/DLI dated 05.09.2020 under sections 121, 121A, 124A, 153A, 153B of IPC, and section 2 of the Prevention of Insults to National Honours Act 1971 against four persons including Gurpatwant Singh Pannun at NIA New Delhi Police Station.
(d) In NIA case No. RC-02/ 2019/ NIA/ DLI (Punjab Referendum 2020 for Khalistan case), Gurpatwant Singh Pannun has been declared as an absconding accused. Look Out Circular and Non-Bailable Warrant of Arrest have been issued against him.
