Question : DEVELOPMENT OF ROADS IN NER



(a) the salient features of the Special Accelerated Road Development Programme of North East (SARDP-NE) along with funds allocated/sanctioned including targets fixed/achieved during the last three years, State-wise including Arunachal Pradesh;

(b) whether the Government proposes to lay down any other policy for the development of roads in the North Eastern region and the areas prone to natural disasters;

(c) if so, the status thereof along with the details of road/national highways damaged in North Eastern Region due to natural disasters including the extent to which they have been relaid, State-wise;

(d) whether the pace of work on East West Corridor project in Assam and the second bridge being constructed over Brahmaputra River at Saraighat has been reported to be slow; and

(e) if so, the details thereof along with the current status of the aforesaid works including the action taken to ensure cost escalation and time overrun of the project?

(a) The Ministry of Road Transport & highways has initiated mega road development programme in North East with name Special accelerated Road Development Programme in North East (SARDP-NE). As on date Government has given approval for 2/4 laning of 6418 km of various categories of roads under Phase A and Arunachal Package of SARDP-NE in entire North East at an estimated investment of about Rs 33,500 crore. Apart from the above, Government has also given approval to preparation of detailed project report for 3723 km of roads under Phase B. There is no state wise allocation under SARDP-NE. Allocation and expenditure of funds under SARDP-NE during last three years are as follows:-

(b)&(c) Road works including roads in hilly areas are laid as per the standards & specifications of the Ministry / Indian Road Congress. There is no other policy for development of roads.

(d)&(e) There are delays in completion of East West corridor and Saraighat Bridge in the State of Assam due to land acquisition, change in design & slow mobilization of the resources by the agency. So far works in 551 km have been completed. The entire project is targeted for completion by June, 2015. To expedite completion of projects with a view to minimize cost overrun and escalation, the projects are being reviewed at various levels at frequent intervals.
