(a) to (c): Ministry of Health and Family Welfare, Government of India under the National Health Mission (NHM), provides financial and technical support to States/UTs to strengthen their health care systems including setting-up/upgrading public health facilities and augmenting health human resource on contractual basis for provision of equitable, affordable healthcare to all its citizens based on requirements posed by the States in their Programme Implementation Plans (PIPs). The list of programmes/ schemes run by government under National Health Mission in States/UTs including Jharkhand is at Annexure-I.
The following funds are sanctioned to the State of Jharkhand for implementing and Strengthening of Public health programmes/ schemes run by the government under National Health Mission.
• Under the National Health Mission, for the FY 2021-22- Rs 1827.88 Cr, FY 22-23- Rs. 2737.53 Cr and FY 23-24- Rs 2316.52 Cr has been approved in ROP by the GOI for Public health programs like Reproductive, Maternal, Neonatal, Child and Adolescent health, Communicable diseases, Non-communicable diseases and Health System Strengthening.
• Under the Fifteenth Finance Commission, health grants of Rs 444.39 Cr for FY 2021-22 and Rs 446.33 Cr for FY 2022-23 has been approved for upgrading the health facilities in both rural and urban areas like Building less Sub-Centres, Block Public Health Units, Urban Health & Wellness Centres and diagnostic infrastructure for Primary Health Centres & Sub-centres.
• Under the Pradhan Mantri Ayushman Bharat Health Infrastructure Mission, health grant of Rs. 298.08 Crores for FY 2021-22 has been approved to support infrastructure of health facilities like Building-less Sub Health Centres and Critical Care Hospital Blocks.
• Under Emergency COVID Response Package II, health grant of Rs. 653.94 Crore has been approved to support Health infrastructure with focus on Paediatric Units, drugs, diagnostics, Teleconsultation, Hospital Management Information system, Capacity Building and enhancement of Human resources for Health.
The benefits likely to be accrued to the people from major health projects are as follows:
• Affordable, equitable and quality healthcare at primary, secondary & tertiary level.
• Reduced Out of Pocket expenditure.
• Universal Health Coverage.
As per information received from Govt. of Jharkhand, no specific zone has been earmarked which requires specific programme for eradication of chronic local disease.
Government of India launched Kala-azar Elimination (KAE) programme in four endemic States including Jharkhand. Kala-azar is targeted for elimination by 2023. Target of elimination is to reduce the number of Kala-azar cases to 1 case per 10,000 population, however, in 2022 till June, none of the blocks has reported >1 case per 10,000 population. List of endemic districts and blocks is given in Annexure-II.
Government of India launched Elimination of Lymphatic Filariasis (ELF) programme in 20 States/UTs including Jharkhand. Lymphatic Filariasis is targeted for elimination by 2030. In Jharkhand, 22 districts of are earmarked for LF elimination. List of endemic districts is given in Annexure-III.
During 2022-23 and 2023-24, an amount of Rs. 71.05/- Crore has been allocated under NHM for all six vector borne diseases (including KA and LF). Under this programme, all the services are free of cost for the targeted communities to prevent morbidity and mortality due to the disease. Elimination of KA is targeted for elimination by 2023 and LF is targeted for elimination by 2030.
