Question : Filling up of posts in KVs by Promotion

(a) whether the Kendriya Vidyalaya Sangathan (KVS) has decided not to fill up vacant posts of Vice-Principal in Kendriya Vidyalayas (KVs) despite conducting written examination for filling up the said posts by promotion;
(b) if so, the reasons therefor;
(c) the time by which vacancies are likely to be filled up;
(d) whether as per KVS rules, the vacancies of Vice-Principal should be filled by promotion every year and if so, the details thereof; and
(e) whether KVS is complying with the said rules and if not, the reasons therefor?

(a) An advertisement for filling up 62 vacancies of Vice-Principals for the years 2012-13 and 2013-14 through Limited Departmental Examination had been brought out by the Kendriya Vidyalaya Sangathan (KVS) on 15.7.2014. Subsequently it was noticed that the vacancy position was worked out erroneously and therefore the written examination conducted in pursuance of this advertisement had to be cancelled. 63 vacancies of Vice-Principal were also filled through promotion for the years 2012-13 and 2013-14, as per the then prevailing Recruitment Rules.
(b) Due to upgradation of 101 KVs upto Class IX during the period between 1.4.2012 and 1.4.2014, a large number of Vice-Principals became surplus. A few posts of Vice-Principals were also rendered surplus due to closure of some project sector KVs.

(c) Action for filling up vacancies of Vice-Principals pertaining to the years 2014-15 and 2015-16 as per the prevailing Recruitment Rules for the post has been initiated and an advertisement has been brought out by KVS in the Employment News (23-29 May, 2015) for filling up 30 posts of Vice Principals through Direct Recruitment. Further 30 posts of Vice-Principals are to be filled through Limited Departmental Examination for which action has already been initiated by KVS. No specific time frame can be given for filling up of the vacancies.

(d) As per the prevailing Recruitment Rules of KVS, the posts of Vice-Principals are to filled up 50% through Limited Departmental Competitive Examination and 50% through Direct Recruitment.
