Question : BUFFER STOCK OF FOODGRAINS



(a) whether the stock of foodgrains available in the Central Pool of Food Corporation of India is much higher than the buffer norms and in excess of the available storage capacity; if so, the details thereof indicating the available storage capacity, buffer norms and actual stocks during each of the last three years and the current year;

(b) the total quantum of foodgrains lost in storage and transit during the said period;

(c) the total quantum of foodgrains imported, exported and lifted by the States for distribution under the welfare schemes during the said period along with the details of utilisation certificates received, State-wise; and

(d) whether Supreme Court has issued any directive regarding proper storage and distribution of foodgrains and if so, the details thereof and the action taken thereon?

(a): The stock of foodgrains in the Central Pool as on 16.11.2014 was 405.90 lakh tons as against the buffer norms of 212 lakh tons for October-December quarter. The total storage capacity available with FCI and State agencies as on 1.6.2014 was 758.52 lakh tons. The stock of foodgrains, Buffer Norms and storage capacity during each of the last three years and the current year is at Annex-I.

(b): The total quantum of foodgrains lost in storage and transit during the last three years and current year is given below:

(c): No import of rice and wheat for central pool has been made during the last three years and the current year. No export of rice from central pool has been made during the said period. However, status of wheat exported from central pool during the said period is given below:

The offtake of foodgrains by the States/ Union Territories (UTs) under Targeted Public Distribution System (TPDS) and Other Welfare Schemes (OWS) are at Annex-II & III. Status of utilization certificates for TPDS and OWS are at Annex- IV to Annex VI.

(d): In the of writ petition (C) No. 196 of 2001 – People’s Union for Civil Liberties vs Union of India and others, the Hon’ble Supreme Court has passed orders from time to time regarding various aspects relating to the implementation of the TPDS such as storage capacity, transportation of food- grains, elimination of bogus ration cards, end to end compu- terization of TPDS operations etc. As and when required in the matter, the Central Government has filed its response in the Hon’ble Supreme Court on the various issues related to this Department.
