Question : CONSTRUCTION OF HOUSES IN RURAL AREAS



(a) whether the Government has been constructing houses for poor people in rural areas of the country including Orissa;

(b) if so, the details of the houses constructed during each of the last three years and the current year, State-wise;

(c) whether the said work has been found to be satisfactory;

(d) if so, the extent thereof and if not, the reasons therefor;

(e) the names of the States where said work is not satisfactory; and

(f) the details of discussions held with these States in order to improve the situation?

MINISTER OF THE STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI PRADEEP JAIN `ADITYA`)

(a) & (b) Indira Awaas Yojana (IAY) is being implemented in the rural areas of all States/UTs including Orissa (except Delhi & Chandigarh) under which financial assistance is provided to rural BPL households for construction of dwelling units. The construction of the houses is done by the beneficiaries themselves. A Statement showing the State-wise number of houses constructed under IAY during the last three years and current year is annexed.

(c) to (f) The overall performance of IAY in the country is satisfactory. As may be seen from the Statement, achievement of target was more than 90% in 2006-07 & 2007-08 and achievement of target was more than 100% in 2008-09. Gap in the achievement of target during 2006-07 and 2007-08 was mainly because some houses under construction during a particular year are completed in the subsequent years. However, the performance of Manipur needs to be improved. Further, the achievement of some Union Territories is low because there is not much demand for rural houses. The scheme is closely monitored through receipt of online monthly progress reports, conduct of monthly meetings of the coordinating officers of IAY, quarterly meetings of the State Secretaries including Manipur, annual conference of the Project Directors and field inspections by Area Officers of the Ministry.
