(a) Whether the Government have been implementing various Schemes and Programmes
under Special Component Plan (SCP) and Tribal Sub Plan (TSP) since 1978 for
achieving overall development of Scheduled Castes and Scheduled Tribes majority of
whom are living below poverty line;
(b) If so, the details of new schemes and programmes being formulated by Ministry of
Chemicals and Fertilizers under SCP and TSP during the Tenth Five Year Plan in
addition to the ongoing schemes for empowerment of SCs and STs in the field of
Agriculture, specifying the nature/scope and target groups of such schemes and
programmes;
(c) the amount of funds proposed to be requisitioned during the Tenth Plan from the
Planning Commission for such schemes/programmes; and
(d) the achievements made under such schemes and programmes during the Tenth Five Year
Plan?
