Question : Scholarship Schemes

(a) whether the Government proposes to initiate action for timely execution of welfare and scholarship schemes for students belonging to scheduled tribe;

(b) if so, the details thereof;

(c) whether the Government has received any representation from Kerala to review the committed liability concept and give Central assistance to State as per the financial pattern of particular schemes;

(d) if so, details thereof along with the action taken by the Government thereon; and

(e) whether the Government has also received representation from this State for 100 per cent CSS of post matric scholarship for ST students and if so, the details thereof along with the action taken thereon?

(a) & (b): The Ministry of Tribal Affairs has already put into place a mechanism of Project Appraisal Committee chaired by the Secretary of the Ministry. The committee includes senior officers from the Ministry, State Govt. and the NITI Aayog who discuss the proposals put forth by the State Govt. and a decision on the same is conveyed to the State Govt. On the basis of this decision, a concrete, final proposal is submitted by the State Govt. on the basis of which funds are released to the State Govts. Under Scholarship schemes, the amount is transferred directly to bank accounts of students by their respective State Governments through Direct Benefit Transfer mode in case of Pre and Post Matric Schemes. In Top Class Education scheme a complete solution for processing of applications through National Scholarship Portal and transfer of amount directly to the bank accounts of selected students is in place thus avoiding unnecessary delay.
