Question : Management of Water Resources

(a) whether the Government is implementing a number of schemes with active participation of the States and National Hydrology Project (NHP) to strive for sustainable development and management of water resources and if so, the details thereof;
(b) the names and details of stakeholders being involved in the implementation of this project;
(c) whether the Government proposes to use NHP as a platform to develop tools and systems for informed decision making in field of flood management, reservoir operations, drought management, etc. and if so, the details thereof;
(d) whether the Government proposes to use information system and adopt State-of-the-art technologies in water resources management with the involvement of State and Central sector organizations for building the capacity under this project and if so, the details thereof and the steps taken to achieve the objective; and
(e) whether a series of annual conferences with the theme Sustainable Water Management are being organised under NHP to discuss evolving water management challenges and opportunities in the country and if so, the details thereof?

(a) Department of Water Resources, River development and Ganga Rejuvenation, Ministry of Jal Shakti, is implementing the National Hydrology Project, with World Bank assistance, as a Central Sector Scheme with a total outlay of Rs.3640 crore. The Project Objective of National Hydrology Project is “To improve the extent, quality, and accessibility of water resources information, decision support system for floods and basin level resource assessment/planning and to strengthen the capacity of targeted water resources professionals and management institutions in India.”

(b) The details of Implementing Agencies are at Annexure.

(c) Government of India under National Hydrology Project is providing funds to Implementing Agencies for optimization of reservoir operation, up scaling of flood forecasting activities, issuance of inundation advisory at selected locations in the flood prone area and development of strategic tool for planning and management of water resources including drought at basin/sub-basin level.

(d) Under National Hydrology Project, the first version of the water resource information system was launched on 30th July, 2019 comprising of various dashboards for rainfall, reservoirs, river stations, ground water stations, soil moisture and evapo-transpiration, etc. for informed decision making. Also, various other information products such as water resource projects, water bodies and online web editor, etc have been developed. Further, a National Water Informatics Centre has been established to act as central repository for water resource data and information dissemination. Also, the capacity building of Implementing Agencies has been taken up under the project and till now more than 3000 officers of central and state organization have been imparted training to achieve the objective of better management of water resources.

(e) Under the National Hydrology Project, two International Conferences on “Sustainable Water Management” has been organized at Chandigarh and Pune in 2018 and 2019 respectively.
