Answer given by the minister

MINISTER OF STATE IN THE MINISTRY OF RAILWAYS (SHRI DIGVIJAY SINGH )

(a) to (c) : Due to continuing scarcity of resources, the availability of funds for various projects in any particular year is known only in the beginning of that year. Consequently, when taking up a new project, as the schedule of deployment of funds ahead for that work can not be laid down, it has not been possible to fix time schedule for completion of such works. It is, therefore, not possible to determine the time over-run for the project.

Cost over-run can be calculated in those cases where a time schedule for completion of the project has been fixed and full matching availability of resources is assured. This has not been possible for Railway projects, where the shelf of projects is very large when compared to the availability of resources for deployment. In view of this, it would be difficult to calculate time or cost over-runs for Railway projects.
