Question : Establishment of Siddha Chair

Will the Minister of AYURVEDA, YOGA AND NATUROPATHY, UNANI, SIDDHA AND HOMOEOPATHY (AYUSH) be pleased to state:


(a) whether any efforts have been made/ proposed to be made by the Government to establish Siddha Chair in other countries, particularly where a large population of Tamil speaking community resides;

(b) if so, the details thereof and if not, the reasons therefor; and

(c) the time by which the Government is likely to accomplish the task of establishing Siddha Chair in foreign countries?

STARRED QUESTION NO. 81* FOR 22ND NOVEMBER, 2019

(a) to (c) Ministry of AYUSH has signed 22 Country to Country MoUs for promotion of AYUSH Systems of medicine including Siddha. 19 MoUs for undertaking Collaborative Research / Academic collaboration have been signed with foreign Universities. 32 AYUSH Information Cell have been set up in 29 countries including Malaysia to disseminate authentic information about AYUSH systems of Medicine.

To promote Siddha system of Medicine in foreign countries, Ministry of AYUSH under Indian Technical and Economic Cooperation (ITEC) Programme of the Ministry of External Affairs has deputed a Siddha expert to Sungai Buloh Hospital, Malaysia for providing Siddha treatment including Varmam therapy.
On the recommendation of Ministry of AYUSH, Director General, Central Council for Research in Siddha (CCRS), an autonomous organization under Ministry of AYUSH, has requested National Healthcare Group, Health Services & Outcomes Research, Singapore; Siddha Practitioners Association of Singapore, Singapore and MAHSA University, Malaysia to provide the details of universities / institutions who would be interested to function as host University / Institutions for the establishment of Siddha Chair at Singapore and Malaysia.

To promote Siddha system in Sri Lanka, the Ministry of AYUSH supported the organisation of International Conference and Exhibition on Siddha medicine by providing financial assistance to Unit of Siddha medicine, University of Jaffna, Sri Lanka.
The governments of India and Malaysia have entered into 06 Bilateral Technical Meetings on Cooperation in the field of Traditional system of medicine. During the meetings, the areas of collaboration to be strengthened between the two countries in the field of AYUSH systems of medicine and registration of AYUSH products including Siddha products in Malaysia were deliberated.

Under AYUSH Scholarship Scheme of the Ministry of AYUSH, 15 seats (09 for UG and 06 for PG) are exclusively reserved for Siddha system in premier Siddha institutes in India. Out of 09 seats for UG in Siddha system, 05 seats are reserved for Malaysian candidates for undertaking UG course in Govt. Siddha Medical Colleges in Palayamkottai and Chennai in Tamil Nadu.

Under Central Sector Scheme for promotion of International Cooperation in AYUSH (IC Scheme), the Ministry of AYUSH deputes AYUSH experts including experts of Siddha system of medicine to foreign countries to participate in international meetings, conferences, training programmes, seminars for promotion and propagation of AYUSH Systems including Siddha.

Incentives are provided to AYUSH drug manufacturers/ entrepreneurs/ AYUSH institutions, AYUSH drug and Hospitals etc. for (a) participating in International exhibitions/ conferences/ workshops/ seminars/ road shows/ trade fairs, etc. for generating awareness amongst the participating public about the AYUSH systems of medicine including Siddha system and; (b) registration of AYUSH products as well as Siddha products with regulatory authorities of the foreign countries USFDA/EMEA/UK-MHRA/ NHPD (Canada)/ TGA etc.

The Ministry of AYUSH establishes Academic Chairs of AYUSH systems of medicine in the foreign universities / institutes in consultation with Indian Missions abroad under Memorandums of Understanding (MoUs) signed between the Institute/ Council functioning under the Ministry of AYUSH, and the concerned host Foreign University(s)/ Institute. Indian Missions are requested to identify the universities of international repute for signing of the MoU. However, no such proposal has been received for Siddha Chair so far.
