(a) the salient features of the “scheme for top class education” scholarship scheme;
(b) the details of steps taken by the Government to increase the awareness of this scheme among students;

The Schemes for Top Class Education Scholarship are being implemented by the Department of
Empowerment of Persons with Disabilities (DEPwD), Department of Social Justice and
Empowerment(DoSJE) and Ministry of Tribal Affairs (MoTA). As per information received from
them, the status is as follows: -

This scheme is being implemented for
Graduate Degree/Post-graduate
Degree/Diploma level courses in notified
institutes of excellence in education
identified by DEPwD. Till 2017-18, only
Post- graduate Degree/ Diploma courses
in notified institutes of excellence in
education were allowed. However, from
the academic year 2018-19, graduate level
courses in 240 notified institutes have also
been included in this Scheme.
The salient features of this scheme are :
a) No. of slots: 300 + Renewal students.
b) Parental Income Not exceeding Rs.6
lakh p.a.
c) Quantum of financial assistance:
(i) Maintenance allowance: @ Rs.3000/-
p.m. for hostellers and Rs.1500/-p.m. for
day scholars.
(ii) Special Allowances (related to types
of disabilities like reader allowance,
escort allowance, helper allowance etc.):
Rs.2000/- p.m.
(iii) Books & Stationery: Rs.5000/- p.a.
(iv) Reimbursement of tuition fees and
non-refundable charges paid/payable to
the Institute: Up to Rs.2.00 lakh p.a.
(v) Reimbursement of expenses for
purchase of a computer with accessories:
Rs.30000/- per awardee as a onetime
grant for the entire course.
(vi) Reimbursement of expenses for
purchase of Aids and Assistive Devices
including necessary software related to
the particular disability of the selected
candidate: Rs. 30,000/- as a one-time
grant for entire course.
2 Department of Social
Justice and
Empowerment (DSJ&E)
Scheme of Top class
Education of SC students
The scheme provides for scholarship to
SC students who secure admission in the
institutions notified under the Scheme,
having annual family income of Rs. 6
lakh or less for promoting quality
education amongst SC students. At
present, total of 220 institutes are notified
under the Scheme.
The students of notified institutes are
given
(i) full tution fee and non-refundable
charges(there is a ceiling of 2.00 lakh p.a.
for private sector institutions).
(ii) living expenses to the beneficiary
Rs.2220 p.m.
(iii)books and stationery Rs. 3000/ p.a.
and
(iv) a latest computer/laptop of reputed
brand with accessories like UPS and
printer limited to Rs. 45000/- per student
as one time assistance during the course.
3 Ministry of Tribal
Affairs
Top class Education for
ST students
The scheme is for ST Students to get
Higher Education in prestigious
educational institutions in the country.
The salient features of the scheme are:
(i)Scholarship is given to ST students for
pursuing studies in prescribed courses in
any of the 246 institutions of excellence
across the country like IITs, AIIMS,
IIMs, NIITs, etc. identified by the
Ministry.
(ii)Total number of scholarships is 1000
per year.
(iii)Family income from all sources
should not exceed Rs.6.00 lakhs per
annum.
(iv)Scholarship amount includes tuition
fees, living expenses and allowances for
books and computer.

(b) To bring awareness about these schemes, steps taken by the concerned ministries are as follows:-
Department of Empowerment of Persons with Disabilities:- The scheme has been on boarded National
Scholarship Portal (NSP). In order to popularize the scheme, a numbers of initiatives have been
undertaken such as publishing of advertisements across the country through national newspapers and
regional newspapers, sensitizing the states through video conferencing. To create awareness about NSP
State Governments release advertisement on web-site of their Social Welfare Departments.
Department of Social Justice and Empowerment:- A radio programme namely ‘Sawarti Jaayain Jivan
Ki Rahain’ is broadcast time to time to increase the awareness of this scheme among students. The
notified institutions are also advised time to time to advertise the scheme guidelines on their Notice Board
to increase the awareness among the students.
Ministry of Tribal Affairs:- The scheme is implemented through National Scholarship Portal (NSP). All
listed college/institutes are advised to bring awareness about the scheme amongst the students and
necessary instructions are issued to register on the portal.
(c):- The details of the beneficiaries in respect of Department of Empowerment of Persons with
Disabilities, Department of Social Justice & Empowerment and Ministry of Tribal Affairs are at
Annexure-I, Annexure-II and Annexure-III respectively.
