Question : Security for Ports

(a) whether the security set up for the ports in Gujarat is inadequate and lacks institutional mechanism;

(b) whether it is also a fact that at present the security of ports is being managed by private security guards and local police;

(c) whether to protect these ports, specialized force with modern weapons and equipment are required; and

(d) if so, the action being taken in this regard?

(a) & (b) : There are two types of ports namely, Major Ports and Non-major Ports. Major Ports are under the jurisdiction of Government of India and Non-major Ports are under the jurisdiction of the State Government/State Maritime Board. In the State of Gujarat, only one Major Port i.e. Kandla Port Trust is functioning. The security of Kandla Port is vested with Indian Coast Guard and Central Industrial Security Force who are specialised forces under Government of India. (GMB) are being looked after by Gujarat Industrial Security Force Society (GISFS) and of other ports, which are developed by private operators, is being looked after by private security force.
(c) & (d): Yes, Madam. The process of raising State Reserve Police Force of 1200 security personnel to secure all GMB non-major ports is underway. Government of Gujarat has granted approval to GMB for the same vide, letter dated 22nd April, 2016.
