(a) whether the Government is distributing food grains under the Atmanirbhar Bharat Abhiyan (ANBA) to migrant workers and if so, the details thereof;
(b) whether the Government has any data of the number of migrant workers in the country and if so, the details thereof, State-wise and district-wise; and
(c) the total quantity of food grains distributed to migrant workers under ANBA?

(a): During the initial COVID-19 situation in the country in 2020 and pursuant to the announcement of Atma Nirbhar Bharat Abhiyan (ANBA) in May 2020, the Department had allocated 8 LMT foodgrains to all States/UTs under the Atma Nirbhar Bharat Scheme (ANBS) for free of cost distribution to migrants/ stranded migrant persons including those without ration cards, either under the National Food Security Act (NFSA) or under any other State PDS scheme at the scale of 5 kg per person per month for the period of two months of May and June, 2020.
(b): A Statement showing State/UT-wise number of persons who moved in for work & employment as per Census - 2011 (Migrant Workers) as maintained by the Ministry of Labour and Employment is at Annexure.
(c): Against the initial liberal allocations, under ANBS in 2020, the States/UTs collectively estimated a maximum population of about 2.8 Crore migrants/ stranded migrant persons and other such persons in need of free foodgrains. The States/UTs further reported a total distribution of about 2.74 LMT foodgrains, covering an average of about 2.74 Crore persons (98% of the estimated population) for the months of May and June, 2020.
