Question : Implementation of NFSA

(a) whether the Government has further extended the deadline for implementation of National Food Security Act (NFSA) on the request of some States;
(b) if so, the details thereof and the reasons therefor indicating the names of the States where the scheme is yet to be implemented along with the quantum of foodgrains and funds allocated under the scheme during the last three years and the current year, State-wise;
(c) whether the Government has decided to discontinue the supply of additional foodgrains to defaulting States, if so, the details thereof;
(d) whether the Government proposes to include non-priority members under NFSA and conduct fresh survey for identification of beneficiaries thereunder, if so, the details thereof indicating the number of beneficiaries presently included under the scheme; and
(e) whether some States have requested for retention of pre NFSA quota, if so, the details thereof and the response of the Government thereto?

(a) and (b): No, Madam.
13 States/Union Territories (UTs) viz., Arunachal Pradesh, Andaman & Nicobar Islands, Dadra and Nagar Haveli, Jammu & Kashmir, Gujarat, Kerala, Manipur, Mizoram, Meghalaya, Nagaland, Sikkim, Tamil Nadu and Uttar Pradesh, have not completed the preparatory measures required for implementation of the National Food Security Act, 2013 (NFSA) and foodgrains allocation under erstwhile Targeted Public Distribution System (TPDS) is continuing there. State-wise details of foodgrains allocated under the Act to the remaining 23 States/UTs, based on the preparedness and identification of beneficiaries reported by them, during the years 2013-14, 2014-15 and current year (2015-16) are at Annexure. Expenditure on subsidy involved in allocation of foodgrains under NFSA as well as erstwhile TPDS is met out of budgetary allocation for food subsidy. The expenditure on food subsidy during the last two years and current year is as follows:

(d): Under NFSA, eligible households comprise of Antyodaya Anna Yojana (AAY) households and priority households. There is no proposal to include other categories under NFSA. At present about 49.67 crore beneficiaries are covered in the 23 States/UTs implementing the Act, for receiving foodgrains at subsidized prices.
(e) It is already provided in the Act that if annual allocation of foodgrains to any State under the Act is less than their average annual offtake under normal TPDS for three years preceding the Act coming into force, the same shall be protected.
