Question : EXPENDITURE FOR TRAINING ABROAD



(a) The details of training programmes undertaken by officers of the Government of India abroad alongwith amount of expenditure incurred thereon during each of the last three years, Ministry-wise;

(b) Whether any efforts have been made by the Government to derive maximum benefit from such training programmes;

(c) if so, the details thereof for the last three years; and

(d) the steps taken by the Government to minimise, rationalise and make the best use of such training programmes?

MINISTER OF THE STATE IN THE MINISTRY OF FINANCE (SHRI NAMO NARAIN MEENA)

(a) Department of Economic Affairs(DEA) administers only short term foreign training programmes of the duration upto four weeks sponsored by various international agencies. These training programmes are fully funded wherein the expenditure is borne by the foreign sponsoring agencies. No budget provision is made or any amount is spent on such foreign training programmes under the DEA`s head of account. In some of the programmes, the cost of to and fro air fare is required to be borne by the nominating organisations viz. Ministries / Departments/State Govts. No centralised record has been maintained for such expenditure. Flowever, the number of training programmes administered during the last three years from 2006 to 2008 are as under:

Besides, Department of Personnel & Training is administering a Scheme of foreign training termed as `Domestic Funding of Foreign Training(DFFT)` which has the following four components:
1. Long Term Foreign Training Programmes
2. Short Term Foreign Training Programmes
3. Foreign Component of the Long Term Domestic Programmes
4. Partial Funding of Foreign Study

The expenditure incurred on the DFFT scheme during the last three years is as under:

(b) (c) & (d) Officers are sent for training abroad every year with a view to help them improve their skills and knowledge and provide them exposure to the international best practices.The officers are expected to replicate the knowledge and skills gained through these training programmes abroad, in their respective sphere of work after their return to India and, thereby, assist the Government in various policy formulation activities in a professional manner.
