Question : AMOUNT PROVIDED TO BIHAR UNDER PMRY



(a) the total amount provided by the Union Government till now for Bihar under the Prime Minister`s Rozgar Yojana during the last three years;

(b) the details of the amount spent, district-wise in the above State during the above mentioned period;

(c) whether the Government has set up any Monitoring Cell to control the funds and for proper implementation of the scheme;

(d) if so, the details thereof;

(e) whether the educated unemployed youths are not getting benefit of this scheme; and

(f) if so, the reasons therefor and the reaction of the Government thereto?

THE MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SMALL SCALE INDUSTRIES AND AGRO AND RURAL INDUSTRIES (SMT. VASUNDHARA RAJE)

(a) & (b): Under the Prime Minister`s Rozgar Yojana (PMRY), the Central Government releases funds for subsidy as well as for training and entrepreneurial development etc. The funds for subsidy are, however, authorised to the Reserve Bank of India for passing on to the individual beneficiaries through the implementing banks and are not released directly to the States/UTs. The funds for training and entrepreneurial development, etc. are released directly to the States/UTs. The Central Government released a sum of Rs. 64,95,250/- for contingency to Bihar during the years 1997-98; 1998-99 and 1999-2000. A sum of Rs. 1,45,14,512/- was authorised to Bihar for purposes of training & entrepreneurial development for the years 1997-98; 1998-99 and 1999-2000.

The details of district -wise amount spent on training and contingency as indicated by the Government of Bihar is at Annexure - I.

(c) & (d): Utilisation of funds released to the States/UTs is regulated on the basis of the utilisation certificates received from them. After re-conciliation of the releases and expenditure incurred by States/UTs, the surplus/deficit amount is adjusted in the subsequent releases. The release/utilisation of the subsidy funds as released to the Reserve Bank of India by the central Government and in turn, to the implementing banks by the Reserve Bank of India is monitored/regulated by the reserve bank of India.

(e) & (f): As per the reports received from the Reserve Bank of India, under the scheme, loans were disbursed to 25,736 educated unemployed youth in Bihar for the years 1997-98; 1998-99 and 1999-2000.
