(a) & (b): The All India Council for Technical Education (AICTE) Executive Committee in its 127th
meeting held on 21.08.2019 accorded approval for the creation of independent society in the name and
style of “India Rankings Society (IRS)” with an objective to develop and evolve methodologies and
systems for ranking of higher educational institutions and based on such methodologies, rank and rate
them under various categories, domain and sub-domains.
(c): Presently, National Institutional Ranking Framework (NIRF) is being used for ranking of institutes on
five broad generic groups of parameters namely:

i) Teaching, Learning and Resources
ii) Research and Professional Practice
iii) Graduation Outcomes
iv) Outreach and Inclusivity
v) Perception
</pre>
The India Rankings, 2019 ranked Indian Higher Educational Institutions into nine categories namely
University, Engineering, College, Management, Pharmacy, Law, Architecture, Medical and Overall.
Rankings help create an environment of excellence.
(d) & (e): There already exists a mechanism for grant of graded autonomy vide University Grants
Commission [categorisation of universities (only) for grant of graded autonomy] Regulation, 2018 dated
12.02.2018 which is available on UGC website at https://www.ugc.ac.in/pdfnews/1435338_182728.pdf.
