(a)& (b). Sanitation being a State subject, it is the responsibility of the State Government/ Urban Local Bodies (ULBs) to plan, design, execute, operate and maintain sewerage and sanitation systems. Government of India augments such efforts of the State through its various schemes and initiatives.
Government of India launched Atal Mission for Rejuvenation and Urban Transformation (AMRUT) on 25 June, 2015 to provide basic services such as drinking water, sewerage connections etc. to households in 500 selected Mission cities in the country. Sewerage & Septage management is one of thrust areas of the Mission under which projects related to decentralised, networked underground sewerage systems, including augmentation of existing and rehabilitation of old sewerage systems & sewage treatment plants can be taken up by the States/Union Territories (UTs).
So far, 756 projects worth ?32,804crore have been taken up under the Mission by the States/UTs, of which, contracts have been awarded for 623 projects worth ?26,523 crore including 109 completed projects worth ?1,144 crore.
(c)& (d). As per “Inventorization of Sewage Treatment Plants” report published by Central Pollution Control Board in March, 2015, 522 Sewage Treatment Plants with a capacity of 18,883 MLD are operational in the country.
Construction of Sewage Treatment Plants (STPs) is not a component of Swacch Bharat Mission (Urban). The State/Union Territory-wise list of cities which have taken projects under Sewerage and Septage management sector of AMRUT, including STP projects, is placed as Annexure.
