(a) the per capita plan outlay for 2001-02, State-wise;

(b) the reasons for low per capita plan outlay for Tamil Nadu; and

(c) the manner in which Government propose to increase the flow of finances to Tamil Nadu?

(a): The per capita Plan outlay for States for 2001-02 is given in a statement enclosed as Annexure.

(b): Annual Plan Outlays of States are jointly funded by the States (States` Own Resources) and the Central Government (Central Assistance). Central Assistance to the States consists of Normal Central Assistance, Assistance for Externally Aided Projects, Special Central Assistance for specific projects/programmes, Special Plan Assistance and Additional Central Assistance. Population is not the only criterion for allocation of Central Assistance, and the determination of the size of States` Own Resources does not depend on the State`s population, but on its financial position. Therefore, for populous States like Tamil Nadu, plan outlay expressed in terms of per capita tends to be lower than for other less populous States.

(c): Planning Commission has been impressing upon the States, including Tamil Nadu, to generate higher levels of own resources, inter alia by improving the performance of State level enterprises, increasing tax and non-tax revenue and also by curtailing non-Plan expenditure to enable greater flow of finances for increasing the plan outlay in the State Plans.
