Question : Green Areas in Metro politan Cities

(a) the ratio of concrete infrastructure like roads, buildings, bridges, lanes etc. to total green area in the metropolitan cities;
(b) whether there is any regulation to monitor the prescribed green area ratio in the urban areas and if so, the details thereof;
(c) whether the said ratio is being maintained properly and if so, the details thereof; and
(d) if not, whether the Government proposes to make any compulsory provision to maintain the specific ratio of plantation vis-à-vis concrete infrastructure in the urban areas?

(a) to (d) Under the Model Building Bye-Law, 2016, published by the Town and Country Planning Organization (TCPO), Ministry of Housing and Urban Affairs, Government of India, the city and site level greening has been prescribed in alignment with the National Sustainable Habitat Mission (NSHM) to encourage augmentation of green cover in the city/plot.

The Model Building Bye-Law, 2016, under its Urban Greening Guidelines, 2014 and other provisions prescribed minimum 1 tree per 80 sq. mt. of plot area for plot sizes more than 100 sq. mt. and the Compensatory Plantation for felled/transplanted trees is in the ratio 1:3 within the premises under consideration. The choice of species for plantation in site and abutting the road to be adopted as per Section 8 of the Urban Green Guidelines, 2014 and the unpaved area shall be more than or equal to 20% of the recreational open spaces.
