(a) to (c): No, Madam. The Programme Evaluation Organization of Planning Commission is
entrusted with the task of conducting evaluation studies of the central/centrally sponsored
schemes taking into account aspects like financial and physical progress and assessing
impact, specific to the programme, on a sample basis. An assessment of the availability of
funds and its timely utilization for the development programmes by the states is done during
an evaluation only with respect to the specific study. However, a general study of impact of
extra spending and diversion of funds meant for exclusive programmes and policies lie
outside the purview of Programme Evaluation Organisation, Planning Commission.
