Question : BOARD FOR RE CONSTRUCTION OF PUBLIC SECTOR ENTERPRISES

(a) the composition, mandate and terms of reference of the Board for Reconstruction of Public Sector Enterprises (BRPSE);

(b) the details of Central Public Sector Enterprises (CPSEs) identified as referable to BRPSE on the basis of latest available Audited Financial Results, Ministry/ Department-wise;

(c) the details of cases received in Department of Public Enterprises for reference to BRPSE proposing revival/ rehabilitation or closure/ winding up or merger of CPSEs and the action taken by BRPSE thereon, CPSE-wise;

(d) whether the Government proposes to review the functioning of BRPSE; and

(e) if so, the details thereof and if not, the steps taken by the Government to streamline and strengthen the functioning of BRPSE?

(a): The mandate, composition, and terms of reference of the Board for Reconstruction of Public Sector Enterprises (BRPSE) are given in Annex-I.

(b)&(c): 83 Central Public Sector Enterprises (CPSEs) were identified for reference to BRPSE up to 31.3.2013. Out of these, proposals for revival/ restructuring/ closure in respect of 68 CPSEs were received from their administrative ministries/departments. BRPSE gave its recommendations for revival of 58 CPSEs and recommended closure of 6 CPSEs. The remaining 4 proposals were remitted to the concerned administrative ministries/ departments for resubmission. Gist of recommendations is given in Annex-II.
