Question : TARGETS UNDER INDIRA AWAS YOJANA



(a) the physical targets fixed by the Government for construction and allocation of houses under Indira AwasYojana (IAY) and the number of houses constructed and allotted during the last three years and the current year State/UT and year-wise;

(b) the number of beneficiaries identified so far and the targets set up for this purpose, State-wise;

(c) whether the Government is aware that at some places ineligible persons are getting benefits due to unavailability of eligible beneficiaries for this scheme;

(d) if so, whether the Government is contemplating to revise the old list and to add new names in the list;

(e) if so, the criteria fixed for the purpose and the time by which it is likely to be done;

(f) if not, the reasons therefor; (g) whether the Government has received any request to allocate more funds to each State under Indira AwasYojana; and (h) if so, the details thereof and the funds released and spent by each State in the 11th& 12th Plan period, so far?

(a) & (b) A statement indicating year-wise/State-wise number of houses allocated and constructed during the last 3 years and current year is annexed (Annexure-I).The physical target is also given. It is clarified that identification of beneficiaries is done by Gram Panchayats.

(c) No such instances have come to Government’s notice so far.

(d) As per Hon’ble Supreme Court’s order of 5th May 2003 in the Writ Petition No.196 of 2001 inclusion of eligible BPL families may be done by States, if required, following a transparent process.

(e) & (f) No time limit has been fixed as the addition/revision of the list is an ongoing process, depending on requirement.

(g)& (h) Yes, Madam. However, IAY is not a demand driven scheme. It is allocation based. Funds are allocated to State/UTs based on 75 per cent weightage to rural housing shortage and 25 percent weightage to poverty estimates. A statement indicating State-wise funds released and spent in 11th& 12th plan period is annexed (Annexure-II)
