Question : Unauthorised Parking


(a) whether it has been reported in the media that Union Minister of Road Transport and Highways had publically announced to take photos of the vehicles, found parked in unauthorised parking and get reward for it and if so, the details thereof;

(b) whether thereafter, Delhi Police has evolved mechanism to remove illegal parking lots, enshrined modus operandi i.e. raids are organised suo-motu, simultaneous follow up actions have also been started against the checkmates concerned who are found to be in dereliction of Government duty and more so, complaints can also be lodged against the erring traffic police officials through e-mail and if so, the details thereof;

(c) whether such type of complaint had been lodged on 24.12.2018 on the Joint Commissioner (Traffic) Email address i.e. [email protected] and simultaneously RTI cases dated 15.12.2018, 22.12.2018 and 05.01.2018 have been filed in this ongoing matter which is still lying on the ropeway, with the PIO concerned i.e. PIO-cum Addl. Commissioner of Police (Southern Range), Delhi and if so, the details thereof; and

(d) the decisive action required to be taken forthwith in this case, where connivance and callous approach of concerned checkmates of Delhi Police is clearly indicated?

(a): As informed by the Ministry of Road Transport & Highways (MoRTH), the Minister had announced an online system to report traffic related violations. A system was also suggested to incentivize people to report such violations. Mobile based apps for reporting specified violations have

been provided to citizen, traffic police and other enforcement officers by MoRTH through NIC. Through these apps, user can click photograph or take video image including the registration number of such vehicles and the notice/challan is processed as per rules and sent to the owner of the vehicles.

(b): Delhi Police has reported that action against unauthorized/ improper/obstructive parking of vehicles is a regular and continuous process by Delhi Traffic Police to ensure smooth flow of traffic on Delhi roads and the same is rigorously enforced. Further, stern disciplinary action is taken against traffic police personnel if found in dereliction of duties to allow illegal parking. Delhi Traffic Police receives complaints on all traffic related issues including against traffic police personnel on the official email IDs.

(c): Delhi Police has reported that no such email has been received by them on 24.12.2018 on the e-mail address i.e [email protected]. Similarly, no such RTI applications dated 15.12.2018, 22.12.2018 and 05.01.2018 have been received in the office of PIO-cum-Addl. Commissioner of Police/Traffic (Southern Range).

(d): Delhi Police has reported that stern disciplinary action is taken, if any connivance and callous approach of the traffic police officials is proved.
