(a) to (c) : According to the Cinematograph Act, 1952, the Central Government
by notification in the Official Gazette constitutes a Board called the Board of Film
Certification, consisting of a Chairman and not less than 12 and not more than 25
other members appointed by the Government. The Cinematograph Act does not
provide any reservation for any community on this Board. The functioning of the
Board is made further broad based with the association in the certification
process of the Advisory Panel members in each of its nine regional offices. Any
of the members of the Board or the Advisory Panels may belong to the Balmiki or
any other community.
