(a) The Ministry of Jal Shakti has been created by the Government in May, 2019 to deal with water issues in an integrated manner under a single umbrella. The Ministry includes two Departments namely, the Department of Water Resources, River Development & Ganga Rejuvenation (DoWR, RD & GR) and the Department of Drinking Water and Sanitation (DoDW & S). The mandate of DoWR, RD & GR includes development, conservation and management of water as a national resource; overall national perspective of water planning and coordination in relation to diverse uses of water and interlinking of rivers; formulation of general policy, guidelines and programmes for development and regulation of the country’s water resources; conservation, development, management and pollution abatement of rivers; regulation and development of inter-State rivers and river valleys; water laws and legislations; assessment of water quality; and matters relating to rivers common to India and neighboring countries.
The mandate of DoDW&S includes rural water supply, sewage, drainage and sanitation relating to rural areas; international cooperation and technical assistance in this field; public cooperation, including matters relating to voluntary agencies in so far as they relate to rural water supply, sewage, drainage and sanitation in rural areas; and coordination with respect to matters relating to drinking water supply projects and issues which cover both urban and rural areas.
(b) & (c) Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) was launched during 2015-16 by the Central Government with an overarching vision to ensure access to some means of protective irrigation for

all agricultural farms in the country, and to produce ‘per drop more Crop’, thus bringing much desired rural prosperity. The two components of PMKSY- Accelerated Irrigation Benefits Programme (AIBP), Har Khet Ko Pani (HKKP) are being implemented in DoWR, RD & GR. Out of the 99 Priority AIBP Projects under PMSKY, 21(including Phases) are in the state of Madhya Pradesh, of which, 13 are reported to be completed. Proposals for release of Central Assistance(CA) to Mahi and Pench Irrigation projects of Madhya Pradesh has been received in the Ministry on 12.03.2021 which were found not eligible for release as per extant guidelines of the scheme. Out of the 99 prioritized AIBP projects, 88 projects have been included under the ongoing Command Area Development and Water Management (CADWM) program targeting Culturable Command Area (CCA) of 45.08 lakh Ha. at an estimated cost of Rs.18799 Crore with targeted CA of Rs.8271.00 crore. There are 14 projects from Madhya Pradesh, included under CADWM program.
Under the Surface Minor Irrigation (SMI) scheme, total 276 schemes have been included with an estimated cost of Rs.1817.39 crore and target irrigation potential creation of 1.11343 Lakh Ha in the state of Madhya Pradesh. These schemes were included during 2012-13 to 2014-15. CA of Rs.987.69 crore has been released to state upto March, 2020. Further, 254 schemes have been reported to be completed upto March, 2020 with potential creation of 64650 hectares. State has not submitted any proposal for release of CA to these schemes after 2014-15. Under the Repair, Renovation and Restoration (RRR) of Water Bodies scheme, 125 Water Bodies were included in FY 2014-15 from the state of Madhya Pradesh with an estimated cost of Rs.183.2421 crore with a planned potential creation of 33304.5 hectare. CA of Rs.37.70 crore has been released to states upto March, 2020. Further, 124 water bodies have been reported to be completed upto March, 2020 with restoration of Irrigation potential of 5200 hectares. State has not submitted any CA proposal after 2014-15 with respect to above scheme.
During the current financial year, CA proposals for three shelves of 63 new SMI schemes with estimated cost of Rs.335.85 crore and target irrigation potential of 18580 hectare have been received in the Ministry from the State of Madhya Pradesh. Release of CA under SMI schemes of PMKSY-HKKP is dependent upon the fulfillment of criteria/guidelines of the scheme, scope of the approved scheme at that time and availability of funds etc.
Under the National Hydrology Project, Govt. of Madhya Pradesh has been allocated Rs. 90 crore for the entire project duration. The Project Implementation Plan has already been approved by Ministry of Jal Shakti and all the activities undertaken under the project are ongoing.
The project for conservation of Pollution Abatement of River Mandakini at Chitrakoot Town in Madhya Pradesh was implemented at total cost of Rs. 620 lakhs under National River Conservation Plan scheme. The project was implemented by Environmental Planning and Coordination Organization (EPCO), Bhopal, Madhya Pradesh under 70:30 (Rs.434.30 lakh GoI share and Rs.185.70 lakh State Govt. share).

The Project was completed in July, 2016. In addition to above, National Mission for Clean Ganga (NMCG) has received a DPR in Feb, 2021 for environmental up gradation of Shivna River, Mandsaur from Environmental department of Madhya Pradesh.
DoDW&S is implementing Jal Jeevan Mission (JJM)-Har Ghar Jal in partnership with States, which aims at providing potable water in adequate quantity, of prescribed quality on long term basis to every rural household in the country including those of Madhya Pradesh through tap water connection by 2024. Under JJM, in 2019-20, Government of Madhya Pradesh has been allocated Rs. 571.60 crore and the entire amount has been released. Further, in 2020-21, Govt. of Madhya Pradesh has been allocated Rs.1,280.13 crore, out of which the State has been able to draw Rs.960.09 crore only, so far. Further, DoDW&S has been implementing the Swachh Bharat Mission (Grameen) [SBM(G)], a Centrally Sponsored Scheme in the rural areas of the country including Madhya Pradesh. SBM(G) is a demand driven schemes. Demands of the States are obtained annually in the form of Annual Implementation Plan (AIP) consolidated for all districts. The AIP is considered and approved by the National Scheme Sanctioning Committee (NSSC) in the DDWS. AIP of Madhya Pradesh for the year 2020-21 was received and approved by the NSSC in August, 2020.
(d) Water resources development & management are planned, funded, executed and maintained by the State Governments themselves as per their own resources and priorities. Role of Government of India is limited to being catalytic, providing technical support and, in some cases partial financial assistance in terms with the existing schemes being implemented by Ministry of Jal Shakti.
